NOTICE OF PROCEDURAL FRAUD

To Whom It May Concern,

This Notice serves to formally record and challenge a procedural irregularity amounting to fraudulent obstruction of access to remedy, as evidenced by the rejection of my filing under confirmation number 1925841753458531361, filed 25 July 2025, and rejected 28 July 2025 by Clerk Isabella Chulu.


Grounds for Procedural Fraud

1. Violation of CPR 1.1 – Overriding Objective

The rejection undermines the principle of dealing with cases justly and at proportionate cost. It imposes redundant administrative burdens and delays access to judicial remedy.

2. Breach of CPR 1.3 – Duty of the Parties

The Fees Office and Court Clerk failed in their duty to assist the court in furthering the overriding objective. They misdirected the Help With Fees (HWF) process and ignored the pre-submitted remission documentation, creating procedural confusion.
