- Incident Type: Codification of Foundational Doctrine – "The Systemic Racism Doctrine."
- Details of Doctrine:
- This doctrine asserts that the primary motivating factor behind the institutional failures of Abri Housing, the misconduct of Thames Valley Police, the dereliction of duty by my MP, and the procedural obstruction of the courts is systemic racism.
- The Factual Basis: I, a Pakistani man of brown colour, am the victim of documented, witnessed, racist hate crimes and a sustained campaign of harassment by my white British neighbours, Chris and Bea.
- The Pattern of Discrimination: At every stage, the system has consistently and systematically sided with the white perpetrators and has dismissed, ignored, or actively worked against me, the minority victim. This includes:
- Abri Housing: Ignoring witnessed racist abuse (Log #512) while focusing on trivial counter-claims, and offering an insulting £50 (Log #507) for their "handling" of a hate crime. This is a racially charged dismissal of my suffering.
- Thames Valley Police: Arresting me, the victim (Log #25), based on the word of my harassers; failing to investigate over 13 of my criminal complaints (Log #591); and colluding with Abri against me. This is a clear case of racially biased policing.
- My Member of Parliament: Labeling my pleas for help against racist abuse as "vexatious" (Log #540), a clear act of institutional silencing against a minority constituent.
- The Historical Context: This is not an isolated incident. This is a continuation of two decades of abuse I have suffered at the hands of this same system.
- Conclusion: The combined actions of these institutions are not a series of coincidences. They are the actions of a racist system that believes it can harm a brown man with impunity. This is a profound breach of the Equality Act 2010 and Article 14 of the European Convention on Human Rights (Prohibition of discrimination).
