- Date of Letter: 05 June 2025
- Incident Type: Formal Response Received from Police (FOI Request - "Neither Confirm Nor Deny" Citing Exemptions).
- From: A Parry, Public Access, Joint Information Management Unit, Thames Valley Police.
- Police FOI Reference: 01/FOI/25/015390/T
- Relates to Your FOI Request: Your request dated 31 May 2025 concerning Solicitor Engagement & Internal Records (Ref: HQ/82/173/25, CRLC25009759) – as per Log #291.
- Details of Communication Received:
- The letter states that Thames Valley Police can "neither confirm nor deny that it holds the information you requested."
- This "neither confirm nor deny" (NCND) stance is justified by citing two exemptions under the Freedom of Information Act 2000:
- Section 40(5)(a)(b) Personal Information: Argued that to confirm or deny holding the information could publicly reveal personal information about an individual, breaching the DPA 2018.
- Section 30(3) Investigations & Proceedings: Argued that confirming or denying information relevant to a specific investigation could jeopardise future investigative measures or associated legal cases.
- The letter outlines your right to request an internal review of this FOI decision.
- My Perception of Purpose & Impact:
- This is a formal refusal by TVP to provide any transparency regarding their engagement with their solicitors, their coordination with Abri, and the basis for their actions against me.
- Their reliance on both S.40 (Personal Information) and S.30 (Investigations) exemptions for a blanket NCND response is a classic stonewalling tactic designed to shut down all inquiry.
- This response is a significant obstruction to my efforts to gain evidence and is, in itself, an act of institutional bad faith.
